PROPOSALS REQUESTED ? The City of Silver Springs, Florida, by and through its Silver Springs Police Department, hereafter “SSPD,” hereby petitions proposals from concerned and qualified supporters desiring to provide a Police Department at One North Avenue, Silver Springs, FL. SSPD is the lead agency in this project that we anticipate will be a multi-agency consortium of users across multiple departments and jurisdictions in Florida. No assumption or specification is being made by SSPD as to architectural features of the proposals it will interest. It is the determination of SSPD to fully assess all proposals acknowledged from qualified promoters and select the proposal measured most acceptable and which will greatest help the public interest.

Located on U.S. populated place and spring in Marion County, Florida, just to the east of the city of Ocala. It is part of the Ocala Metropolitan Statistical Area. Silver Springs is the site of one of the largest artesian spring formations in the world, producing nearly 550 million gallons of crystal-clear water daily. Silver Springs forms the headwaters of the Silver River, the largest tributary on the Ocklawaha River, a part of the St. Johns River system. It has been ranked by many organizations as one of the most livable cities in the United States.


The amalgamated city contains of fifty (50) square land miles that also includes something like ten (10) square miles of navigable waterways. The stable population of the city is one hundred thousand with an added daily tourist population of about twenty-five thousand. The cultural make-up of the stable population is 80% white, 14% black and 6% other. Also the city has a per-capita income which is something about twenty-seven thousand dollars. The population average age is forty-three. The unemployment rate is 5.6%. In the interior the city there is a school registration of eleven thousand students. Previous to assimilation as a city, the Sheriff’s Office delivered every police services to the area.


The Silver Springs Police Department will be commissioned in 2013 to provide law enforcement services to the Silver Springs area. Throughout our time, the men and women of the department will proudly serve their community. We will serve a residential community of over 40,000, in addition to thousands of students that are from local colleges. The Department will authorize strength of 100 full-time police officers and 36 civilian support personnel. We will function using core creeds of community policing.

Community Policing


Community policing is a philosophy that syndicates the rudiments of partnerships, problem-solving and organizational change. Since 1999, we have been able to work with community members to better comprehend the needs of the districts. After we reach agreement, we plan on working to set a regulating agenda that is legal, suitable and without prejudice. Our objectives are to partner with shareholders that are from the community and the service subdivisions to carry out the problem-solving to which we have all decided.


We plan to work in developing forward-thinking, data-driven, active explanations to disorder and crime. Our recent stress has been on speaking to difficulties at their lowest likely level through education and prevention, outreach and intervention, to avert subjects from increasing to the level of prosecution, Court proceedings, and jail time. The Department will also be able to in the future handles somewhere around 40,000 calls for service yearly.

In the nonappearance of the Chief of Police, the Assistant Chief of Administration in the Silver Springs Police Department will be in command of the Police Department. In the absenteeism of both the Chief of Police and the Assistant Chief of Administration the Assistant Chief of Operations will be in knowledge. In the nonappearances of the Chief of Police and both Assistant Chiefs the Ranking Captain that is on duty shall be in command. In the absence of an on duty Captain the Patrol Shift Commanding Officer will be in command. In the event of a planned absence the Chief of Police may appoint a senior staff member to undertake command in his or her nonappearance.




As a Law Enforcement Officer, our fundamental duty will be to serve mankind; to defend lives and property; to defend the guiltless against dishonesty; the weak against those that have oppressed them or even brought forth intimidation and the peaceful against violence or disorder; and to give respect to the constitutional rights of all men to liberty, parity and justice.


It will be the code of all our officers to make sure that they keep their private life pure as an example for all; uphold brave calm in the face of danger, contempt or mock; grow self-limitation; and be continually mindful of others. Truthful in thought and deed in both their personal and official life, they will be model in submitting to the laws of the land and the rules of their department. Whatever they see or hear of a private nature or that is confided to them in their official capacity, will be kept ever secret unless exposure is necessary in the performance of their duty.


Our officers will never act bossily or permit personal approaches, biases, hostilities or friendships to affect their decisions. With no compromise for their crime and with persistent prosecution of criminals, they will enforce the law politely and suitably without fear or favor, hatred or ill will, never employing needless force or violence and never accommodating perquisites.


Our officers will recognize the badge of any office as a symbol of public faith and they will accept it as a public trust to be held so long as they are true to the ethics of the police service. They will also constantly struggle to achieve these objects and principles, bestowing themselves before God to their chosen career — law enforcement.


Chief of Police


The Chief of Police (COP) is one of the highest-ranking officers in the Police Department. The COP is normally appointed by the Mayor, is subject to the approval of the Police Commission and the City Council, and will only be able to serve a maximum of two five-year terms. As a general manager of the Police Department, the COP will be responsible for the planning, efficient administration and operation of the Police Department under the authority of the Board of Police Commissioners.


The Chief of Police (COP) will be responsible for things such as directs, plans, and synchronizes the enforcement of the punitive divisions of the City Charter, the ordinances of the City, and the laws of the state and nation for the determination of protecting persons and property and for the protection of the peace of the community. The COP will be responsible for testifying before the City Council, the state and national legislative bodies on law enforcement matters of importance to the Silver Springs, as well as suggesting new or amending existing legislation which could have an impact on law enforcement.


The COP will be responsible to attend the Police Commission meetings to keep commission members knowledgeable about any issue related to the Department’s operations, and to respond to citizens’ complaints or concerns. The COP acts on all matters related to disciplinary subjects and endorse awards for model conduct of the Department’s sworn and civilian employees. The COP also makes performances to private citizens’ community groups, churches, schools, and the business and industrial community to endorse the goals and assignments of the Police Department and to solicit their input in making the City of Silver Springs a safe place in which to live, visit and conduct business.


Bureau of Field Operations


In the performance of their duties, they will be responsible for the following:


1. Officials will act punctually on letters and requests sent by the public (thru e-mail or other means of communication) within five (5) working days for simple transactions and ten (10) working days for compound dealings from receipt thereof. The answer must cover the action taken on the request.


2. They will file their true and whole annual Sworn Statements of Assets, Liabilities and Net worth (SSALN) on or before April 15 of every year.


3. They will also process and finish documents and papers expeditiously within a reasonable time from the planning thereof. The documents must comprise, as far as practicable, not more than three (3) parties. In the absence of duly official signatories, the official next-in-rank or officer-in-charge shall sign for and in their behalf.


4. They will have Attend to anyone who wants to avail himself/herself of the services of their offices and must, at all times, act punctually and expeditiously.


5. In case of transfer or alteration of command/assignment, the transferred/reassigned official/employee will be responsible for making a formal turn-over, inside three (3) days upon acknowledgment of notice of transfer/relocation, of all records of cases, vehicles (including accessories/spare parts), equipment, among others, previously assigned/delivered to him/her to the inward official or employee.


The Memorandum Receipt to be retained by the transferee shall designate the obtainability or non-availability of fittings/spare parts in the equipment or vehicle turned-over. Unsolved loss of these items shall be a basis for investigation/action by the Internal Affairs Division (IAD)


Bureau of Administration


The Bureau of Administration and Services (ADB) is accountable for Under administrative direction, oversees, supervises, and organizes the activities and operations of assigned Divisions inside the Police Department counting dispatch, records, crime analysis, and technology; supervises, arranges, and helps administrative staff with research, studies, council reports, and presentations; coordinates assigned activities with other divisions, departments, and outside agencies; and delivers extremely accountable and multifaceted administrative support to allocated management staff..


The Bureau in the Silver Springs department will also perform its functions through:


Assuming responsibility for allocated services and actions of allotted Divisions within the Police Department comprising dispatch, records, crime analysis, and technology.


Organizes the business, staffing, and operational activities for allocated divisions.


Contributes in the growth and application of goals, purposes, policies, and urgencies; endorses and gears subsequent policies and dealings.


Detects chances for improving service delivery approaches and procedures; recognizes resource needs; analyses with suitable management staff; gears improvements.


Directs, organizes, and reviews the work plan for allocated services and activities; dispenses work actions and projects; screens work flow; appraisals and assesses work merchandises, approaches, and events; meets with staff to classify and decide problems.


Chooses, trains, inspires, and assesses assigned personnel; delivers or organizes staff.


Bureau of Investigation


Our Bureau of Investigation will be comprised of about 158 investigators. We will have 113 District Attorney Investigators. Their law enforcement authority will come from the same segment of the penal code, 830.1, as a deputy sheriff or city police officer. What will be unique about our law enforcement team is that they will all come to us from other law enforcement agencies. Most will already come from our local law enforcement organizations nonetheless we will have more than a few who will have come from state and federal agencies. They will all have completed the simple POST academy and are requisite to meet the continuing training necessities which are set forth by POST.


Once they are hired, many of our District Attorney Investigators will then be assigned to areas that they have really good experience in, for instance pre-trial support, gangs, robbery, narcotics, homicide, and family protection (which comprises domestic/child/elder abuse and child abduction). Alongside with these areas, we will have an increasing amount of investigators who will be working in specialized units such as computer and high tech crime, ecological, real estate, customer, and workers recompense fraud. Major Crimes Division


The primary objective of Major Crimes Division will be the prevention of important disturbances of public order in the City of Los Angeles. The Board of Police Commissioners will be the ones to authorize Major Crimes Division to examine persons or groups who strategy, threaten, finance, aid, abet, effort or achieve illegal acts which intimidate public safety. Furthermore, investigators of Major Crimes Division are committed to preventing individuals or groups from annoying or harming others on the foundation of race, religion, national source, or sexual orientation. The captain will be the Commanding Officer of Major Crimes Division. Major Crimes Division wills the ones who rely deeply on members of the public for information concerning possible terrorist action.


Force Investigation Division


Force Investigation Division, (FID), will established as the entity that will be responsible for the managerial investigation of all usages of force meant as “Categorical” in the Consent Decree among the Department and the United States Department of Justice.


Force Investigation Division (FID) will be responsible for the investigation of all occurrences concerning the use of lethal force of an SSPD officer. Furthermore, all use of force subsequent in an injury necessitating hospitalization usually referred to as a Law Enforcement Related Injury (LERI). Investigative responsibility of FID will also involve all deaths while the arrestee or detainee is in the custodial care of the SSPD, accidental and animal shootings and other investigations as directed by the Chief of Detectives.


To be able to accomplish this task, FID is presently prearranged into three investigative units. Furthermore an Administrative Section joining a special projects unit delivers the essential administrative review, mistake and obedience with related projects, investigations and reviews.


Internal Audits and Inspections Division

Facilities Maintenance: This unit upholds each of the Department’s 21 facilities, coordinating routine preservation, which comprises painting, plumbing, electrical, and janitorial services with the Department of Public Works. This unit coordinates emergency repairs and hazard eradication. Major Crimes Division will also be comprised of Criminal Conspiracy, Criminal Investigations, Intelligence Investigations, Surveillance, and Liaison Sections. Emergency Services Division (ESD) will be I comprised of Field and Community Support, Emergency Planning, Operations, and Hazardous Devices Sections. In brief, Counter- Terrorism Bureau will be responsible for planning, response and aptitude.


CTSOB mission:


In Silver Springs, their job will be to prevent terrorism by efficiently sharing information meant at upsetting terrorist’s operational competence and speaking to the fundamental causes related with the motivational constituent; to Defend the public and critical substructure by leveraging private sector incomes and inurement targets; to Follow terrorists and those criminal initiatives that upkeep them; and, to Make the citizenry and the city government for penalties associated with terrorist operations that are against the city.


Risk Management Division

Police Physician: Oversees the health of members. The doctor is routinely tasked with coordinating formal responses from private physicians as they relate to industrial and non-industrial injuries and illnesses. The Police Physician reviews medical restrictions of those officers returning to work in a modified-duty capacity.


ADA Coordinator: Responsible for the Department’s compliance with the provisions of the Americans with Disabilities Act. The ADA Coordinator routinely meets with injured workers who request accommodation under the ADA provisions in liaison with the City Attorney’s Office and State of California.

Sworn Positions to Patrol


In preparation for the future shift change when many staffing reductions could possibly implement, the Department will measure how to increase Patrol staffing in order to meet the expected demand for calls for service. Inside the Bureau of Field Operations, SJPD identified the Special Operations Division as a source from which to redistribute sworn staff back into Patrol service. As stated by SSPD, internal planning for the restructuring of the Special Operations Division will start soon.


General Orders


Sick Leave: Sick leave is an essential part of the employee compensation package. However, efforts must be taken to ensure that some employees do not abuse this privilege to the detriment of the organization and fellow employees. These efforts should include a fair but firm policy that is communicated to all employees. The use of leave should be monitored for patterns of abuse.


Vehicle Usage: Vehicles to use are vans, and cars. Mileage has to be recorded once car is brought back to station.


Informant Handling: officers must understand that it is important in knowing how a federal agency is supposed to function its informants and that they understand that they can be of value, either in case groundwork or when you and your client are deciding whether to collaborate with the government.


General Rules and Regulations






Acquaint themselves with the instructions of Conduct and the requirements of the Policy and Procedure Manual; and they will be held responsible for acquiescence with them. Violations of the guidelines of Conduct or the requirements of the Policy and Procedure Handbook may result in disciplinary action that will be subject to the delivery of the labor agreement. Disciplinary duties that outcome in a hearing before the Police and Fire Commission could possibly result in suspension or end of employment.

We plan to support the School Resource Officer program with additional funding from that will come from the School District.


We plan to support the regional radio system prices which cannot be charged to the tax, for instance radio upkeep and replacement prices.


We plan to support funding for enhanced police training and equipment.


We will start funding provision for the Police Department’s new Police Support Officer in lieu of backing the Fire Department’s Emergency Management program.
